​Victoria M. Ballestero, PE, MBA is a recognized land development engineer, business leader, and champion for the profession. With more than a decade shaping complex development projects in the DC-Metro region, Victoria launched Guide Engineering to deliver a people-first, responsive, and solutions-driven approach to civil engineering- one that puts clients, communities, and collaboration at the center of every project.

The foundations of Victoria's career were built at local, regional, and national engineering consulting firms.  Most recently, she launched and led a regional engineering consulting firm’s Prince George’s County office and later grew site civil engineering operations in key east coast geographies.  In 2025, Victoria founded Guide Engineering- a boutique civil engineering firm focused on delivering thoughtful, strategic land development solutions. Guide Engineering reflects her belief that great engineering is rooted in relationships, responsiveness, and proactive problem-solving.

Commitment to the Profession and the Community

Service is a core tenet to Victoria. She made history as the first woman President of the Maryland Society of Professional Engineers (MDSPE), where she has also served as Secretary and Immediate Past President, championing licensure, education, and advocacy for engineers statewide. She is a founding member of the National Society of Professional Engineers' (NSPE) Women’s Leadership Task Force, helping create pathways for women to lead and thrive in engineering.

Victoria is an active leader in the Maryland Building Industry Association (MBIA), where she has strengthened collaboration between industry and government agencies and influenced thoughtful development policy. She previously chaired the Foundation for Applied Construction Technologies, supporting career and technical education and scholarships for high school students. She is also an annual fundraiser for Special Olympics and other philanthropic organizations, reflecting her commitment to service beyond her profession.

A Thought Leader and Trusted Advisor

A graduate of Clarkson University with a Bachelors of Science in Civil Engineering and an MBA, Victoria remains deeply connected to her alma mater as a longtime member of the Civil and Environmental Engineering Advisory Council. She is an enthusiastic mentor, guiding students and emerging professionals in career development, interviewing, and leadership.

Victoria is a sought-after speaker, writer, and subject matter expert. She has authored multiple article series on land development engineering and has presented, moderated, or guest lectured at more than fifty industry and academic events. Her expertise in attainable housing, redevelopment, and land use policy has been called upon both locally and nationally.

Beyond the Office

Victoria lives with her husband and German Shorthaired Pointer in Alexandria, Virginia. She is a passionate outdoors person. When not working, Victoria can be found trail running, backpacking, or traveling.
